1. Jim Kelly
Kelly played for the Bills from 1986 to 1996. During that time, he played 160 games and went 101-59. He completed 2,874 passes on 4,779 attempts for 35,467 yards, 237 touchdowns, and 175 interceptions.
His wins, completions, attempts, passing yards, and passing touchdowns are all Bills records.
Kelly led the NFL in touchdowns in 1991 and in passer rating and completion percentage in 1990.
The Bills have only ever been to four Super Bowls, and Kelly led them to all of them. Unfortunately, the Bills failed to win one.
He also went to five Pro Bowls, was named to the Bills’ 50th Anniversary team, and the team retired his No. 12.
He’s enshrined in the Pro Football Hall of Fame.
2. Josh Allen
Coming in at No. 2 is current Bills starter Josh Allen, and he’s quickly gaining on Kelly.
He has been with the team since 2018 and, through Week 1 of the 2025-26 NFL season, has a 77-35 record. He’s completed 2,329 passes (second in team history) on 3,674 attempts for 26,828 yards (third), 197 touchdowns (second), and 84 interceptions.
Allen has a 7-6 record in the postseason and has been to two AFC title games.
Additionally, he was named the NFL MVP, a two-time second-team All-Pro, and a three-time Pro Bowler.
In 2021, he set an NFL record for the highest passer rating in a single postseason at 149.0. Then, in 2023, he tied the NFL record for most rushing touchdowns by a quarterback in a season with 15.
It won’t be long before he overtakes Kelly, but for now, he lands at No. 2.
3. Jack Kemp
At first glance, Kemp may not have the most attractive statistics, passing for 15,134 yards, 77 touchdowns, and 132 interceptions over his seven-season career with the Bills from a portion of the 1962 season through 1969.
However, this was at a time, during the AFL, when numbers like that were much more prevalent.
He won two AFL titles with the Bills and was the MVP of both games.
He was named the AFL league MVP in 1965.
Other accolades include five-time first-team All-AFL and a seven-time AFL All-Star.
4. Doug Flutie
Flutie was only with the Bills for a short time, but he left a massive impact.
He was the quarterback from 1998 to 2000, and he went 21-9 as the starter, leading to a 70% winning percentage.
That is the highest winning percentage in Bills starting quarterback history.
As a member of the Bills, he won the NFL Comeback Player of the Year Award in 1998. This came after a storied CFL career where he left his mark as the best Toronto Argonauts player ever.
That same season, he was named to the Pro Bowl, which led the Bills to the playoffs.
5. Joe Ferguson
Ferguson played for the Bills from 1973 to 1984, appearing in 164 games. He went 77-86 over his career.
He threw for 27,590 yards (second) and 181 touchdowns (third). He did, however, throw the most interceptions in Bills history (190).
Ferguson led the Bills to four playoff games and went 1-3.
He led the NFL in passing yards in 1997, was the passing touchdowns leader in 1975, and is a member of the Bills Wall of Fame.
